According to the rules, Interchange is "Skill/Luck Balanced." Unless I'm missing something, it's almost entirely luck, since there are almost no points at which one has any choices. Or am I wrong?

A minute proportion of Interchange games are winnable. There is a lot of skill involved in winning those that are. Many players may not realise that they have a winning game because they don't have the skill to complete it. That said, there is a lot of luck involved in getting dealt a tableau that is winnable in the first place.
"Skill/Luck Balanced" is a fair description if you compare Interchange against some games classed as "Mostly Luck".
